NDLEA: Cannabis Oil Export Statement Was Agency's Opinion, Not Federal Government Policy

The National Drug Law Enforcement Agency (NDLEA) has issued a clarification regarding recent reports on cannabis oil export, stressing that the comments made by its Chairman/Chief Executive Officer are strictly the agency's opinion and do not signify the Federal Government's official position on the matter.

The clarification follows remarks made by NDLEA Chairman, Brig Gen Mohamed Buba Marwa (Rtd), at a stakeholders workshop organized by the Nigerian Academy of Science (NAS) on Wednesday, October 8, 2025.

Marwa had stated the NDLEA is not averse to the regulated export of cannabis oil for the purpose of generating foreign exchange earnings, while maintaining opposition to its local consumption due to existing laws and the high prevalence of drug abuse in Nigeria.

The Agency emphasized that its statement was merely one of many opinions canvassed at the "Cannabis Oil Debate: The Path Forward for Nigeria" workshop.

"This clarification is needed to avoid misrepresentations and suggestions that the Agency has approved cannabis oil export, a decision that can only be taken by the Federal Government after considering inputs from various stakeholders," the NDLEA stated.

The Agency further noted that it commissioned the ongoing study on cannabis oil by the NAS and will be guided on the matter only by the final recommendations of the Academy, which will inform the development of a national policy on the subject.
