The Lagos State Government has intensified efforts to modernise its education sector with the unveiling of a transformative Strategic Plan by the Office of Education Quality Assurance (OEQA), aimed at digitising school oversight and strengthening quality standards across the State. 

The Commissioner for Basic and Secondary Education, Mr. Jamiu Tolani Alli-Balogun, described the plan as a forward-thinking roadmap aligned with the administration’s THEMES+ Agenda, noting that it will significantly enhance efficiency, transparency, and service delivery in the sector.

Speaking at the official launch held at the Lagos Chambers of Commerce and Industry (LCCI), Ikeja, the Commissioner highlighted the planned automation of private school registration as a key reform that will reduce reliance on manual processes, minimise human interference, and improve regulatory effectiveness.

“This represents a renewed OEQA that is more focused and professional in partnering with relevant agencies to improve learning outcomes, enhance teacher capacity, and ensure that the future of education in Lagos State is secure, credible, and globally competitive,” he said.

In her presentation titled “The Need for Strategic Planning in Public Sector Transformation,” the Permanent Secretary, Ministry of Basic and Secondary Education, Mrs. Abisola Dokunmu-Adegbite, emphasised that the Strategic Plan would drive standardised learning outcomes, strengthen school supervision systems, and reinforce accountability frameworks.

She added that the initiative underscores a deliberate shift toward data-driven decision-making and sustainable reforms that will translate policies into measurable improvements in teaching and learning across schools.

Earlier, the Director-General of OEQA, Dr. Sulaimon Olagoke Ogunmuyiwa, called for full staff cooperation, stressing that the success of the Strategic Plan depends on collective ownership and effective implementation.

He explained that the policy simplifies the agency’s mandate to “Regulate, Evaluate, and Monitor to Improve Schools,” and will be implemented through the SCRIPT framework—Staff Capacity, Collaboration, Revenue, Improved Governance, Professionalism, and Technology.

According to him, the framework provides a clear pathway to efficiency and accountability, with emphasis on continuous staff training, strengthened stakeholder partnerships, transparent resource management, and the deployment of technology to enhance school monitoring and regulatory processes.

Dr. Ogunmuyiwa disclosed that implementation is already underway, with training programmes ongoing and automation systems being introduced to improve monitoring and audit mechanisms across schools in Lagos State.

In their goodwill messages, former Acting Director-Generals of OEQA, Mrs. Hameedat Sanni and Mr. Remi Abdul, described the initiative as a bold and necessary step toward repositioning the education sector, urging staff to embrace the reforms for successful implementation.

Also speaking, the Director of Administration and Human Resource, Mrs. Mojisola Bamgbose, described the unveiling as a defining moment for the agency, noting that the Strategic Plan reflects the collective input of stakeholders and sets the tone for improved service delivery.

The launch forms part of the achievements of the current Director-General, who recently marked his first 100 days in office with a series of reforms aimed at repositioning OEQA for greater efficiency and impact in Lagos State’s education system.
